Description:  The Henry Boyd Neff Collection contains legal documents about Neff Taxi, as well as Neff Taxi service cards and correspondence.  The majority of the collection consists of legal documents from the Pennsylvania Public Service Commission, which later became the Public Utility Commission.  The Pennsylvania Public Utility Commission regulates transportation services, in addition to gas, water, electricity, and telephone services, for consumers in the state.  The commission maintains licenses and fair rates and ensures proper insurance coverage for the taxicab companies.  Documents are organized chronologically.

Biographical History:  Henry Boyd Neff was born in 1877, the son of Levi Neff and grandson of Samuel Neff. He started his Lancaster-based taxi business in the 1910s, although he first had a confectionary store on West James Street.  Henry Neff and his wife, Emma, resided on East End Avenue (formerly Chester Avenue) in Lancaster city with their two children-Dorothy and Raymond.  While their business was originally located on Penn Square, it moved to East Mifflin Street by 1950.  Henry Neff ran the business until his death on May 16, 1959, at which time his daughter Dorothy took over.  Dorothy Neff managed Neff Taxi through the mid-1970s, and she sold the business to Friendly Taxi in 1978.

Insert 1  Correspondence regarding rates and the annual report for the Public Utility Commission from William G. Hassler, attorney, to H. B. Neff.  Mr. Neff must submit definite rates for the transportation to and from points outside the City of Lancaster, and he must complete an annual report for 1938.  12 May 1939.

Insert 2  Rates and rules governing the transportation of persons in the city of Lancaster, issued to H. B. Neff in compliance with order of the Pennsylvania Public Utility Commission.  16 June 1939.

Insert 3  Correspondence regarding a revised tariff from B. Frank Morgal, Director of the Bureau, Bureau of Accounts, Pennsylvania Public Utility Commission.  The revised tariff is to establish the rates that were in effect at the present time.  20 June 1939.

Supplemental report and order canceling Certificate of Public Convenience from the Pennsylvania Public Utility Commission, issued to Dorothy H. Neff.  The certificate has been transferred to Dorothy H. Neff, and is now contained in a Certificate of Public Convenience issued to her.  11 April 1960. 

Supplemental report and order modifying the Certificate of Public Convenience from the Pennsylvania Public Utility Commission issued to Dorothy H. Neff.  The right contained in the report and order issued on April 11, 1960, will be amended to state that the right shall be to transport persons in the City of Lancaster.  The applicant will not be permitted to operate any transportation until they comply with Pennsylvania Public Utility Commission requirement, relative to filing a tariff.  13 November 1961. 

Report and order approving passenger service from the Pennsylvania Public Utility Commission, issued to Dorothy H. Neff.  Commission grants approval to transport persons in the City of Lancaster with some conditions.  11 April 1960.

Insert 7  Correspondence regarding the application of Dorothy H. Neff from William P. Roan, Secretary, Pennsylvania Public Utility Commission. The applicant cannot operate until a tariff has been prepared and filed.  15 November 1961.

Neff.  The right granted on April 11, 1960, and the Certificate of Public Convenience has been transferred to Model Management Services, Inc. 8 February 1978.
